Duties
- Analyzes, evaluates, and initiates corrective actions for negative and un-liquidated obligations and direct account payables.
- Identifies resource management needs not met by the prescribed system, recommends improvements in accounting, budget, financial procedures, or services, and submits systems change requests.
- Advises other analysts, functional users and program directors on systems interfaces and implementation requirements.
- Assists in the development of procedures to implement proposed financial systems or revisions.
- Ensures appropriate accounting and budget processes of financial transactions to produce accurate results and meet legal requirements.
- Reviews, research, and analyzes funding issues related to procurement orders. Aids budget analysts ensuring the accuracy, completeness, timeliness, reliability, and utility of information provided.
- Records, monitors and reviews obligations, expenditures, reimbursable orders, requests for allotments, through examination of accounting records and source documents.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
- This is a Financial Management Level 2 certified position.
Qualifications
For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service.
Specialized experience at the GS-07 level is defined as experience recording, monitoring and reviewing financial transactions and relationships through examination of accounting records, lines of accounting (LOAs), and source documents.
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.
Specialized experience at the GS-09 level is defined as experience recording, monitoring and reviewing financial transactions and relationships through examination of accounting records, lines of accounting (LOAs), and source documents; and experience executing financial transactions and financial data analyses.
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience at the GS-11 level is defined as experience recording, monitoring and reviewing financial transactions and relationships through examination of accounting records, lines of accounting (LOAs), and source documents; experience executing financial transactions and financial data analyses; and experience with financial transactions in support of reimbursable operations.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education
Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
