Health Field Officer

Purpose
The Health Field Officer will lead a team and oversee respective programs, plan and coordinate health activities at the field level (under the coordination of a delegate when relevant). The position will also interface with communities (local leaders, health staff, women’s groups, etc) and internal (ICRC) and external (local authorities, NGO counterparts) stakeholders on health-related issues.
Main Responsibilities:
- Fulfil team leadership responsibilities with 3 or more positions directly reporting to this position.
- Assesses, identifies, and prioritizes the health needs of a given population, taking into account vulnerable groups and community coping mechanisms and involvement.
- Proposes evidence-based strategies in line with international standards and ICRC institutional guidelines while considering delegation priorities.
- Lead ICRC-supported Hospital projects in Merged District.
- Provides relevant assistance responses and monitors and adjusts them as required.
- Ensures safe access to and continuum of care for targeted populations. To this end, maps and links the ICRC's resources with existing, functioning local systems and mechanisms (e.g. first responders, traditional birth attendants networks, ICRC's health programs).
- To communicate and report both internally and externally on the health context and population needs as well as on relevant local security and policy matters.
- Collect and share information to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
- To provide leadership and expert knowledge in statistical analysis, identifying patterns and providing recommendations.
- Understands and supervises the Performance Management & Development (PMD) activities for the team members, supports professional & personal development opportunities, and provides coaching where required.
- To follow up on the health system reform for hospitals (as per AoR) to prioritize the need for intervention in ICRC supported facilities.
- Contribute and follow up on the assessment and requirements for contingency stock support for the influx of wounded in their program.
- Organizes regular meetings within the team to ensure optimal coordination of the work, proper flow of information, and transfer of knowledge to the Team members.

Main Requirements:
- University degree in medicine (MBBS) or Nursing; Qualification in Public Health or Health and or Project Management a strong asset.
- Minimum of five (05) years of relevant professional experience, preferably in the Humanitarian Sector.
- Experience working with trauma patients, a plus.
- Good Knowledge of geographic area (KPK and newly merged Districts) is desirable.
- Good knowledge of local health authorities and groups of interest for the ICRC.
- Proven program management skills and team-building competencies.
- Excellent analytical and report-writing skills.
- Proficiency in computer skills (e.g., MS Office).
- Fluency in English and Urdu is required, and Knowledge of the local language i.e., Pashtu a plus.
- The position may require travel within KPK and merged districts. By applying, you confirm no issue with the travel.
