The work schedule for this position is: Full Time (40 hours per week). Start date: Candidate must be able to begin working within a reasonable period of time upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Duties
The Supervisory American Citizens Services (ACS) Assistant works in the Consular Section. The incumbent performs the most difficult aspects of the full range of routine and emergency U.S. citizen services. As a supervisor, the incumbent directly supervises the Special Citizens Services Team Lead and locally employed (LE) staff assigned ACS-related portfolios (approximately five people in total). The incumbent provides guidance and advice, particularly in complex cases, to the ACS Chief, the Consular Chief, and adjudicators and/or eligible family members; and advises, motivates, and builds the capacity of the ACS Unit.
Qualifications and Evaluations
For the experience and education requirements applicants must meet either option 1 or option 2.
Option 1:
Experience: Five years of experience working in an office environment that requires dealing with the public, regulations, policies, and procedures is required. At least one year of experience supervising or managing a team of employees is required.
Education: Bachelor’s degree (law/criminal justice, communication, sociology, international relations, or business administration) is required.
Option 2:
Experience: Seven years of experience working in an office environment that requires dealing with the public, as well as experience in citizens services matters is required. At least one year of experience supervising or managing a team of employees is required.
Education: At least two years college or university studies is required (no specific field required).

Language Requirements: Level IV (fluent) English and Dutch is required. This may be tested.
Skills and Abilities: Must have strong interpersonal and organizational skills, advanced proficiency in Microsoft Office applications, and ability to multitask. Must have ability to independently read and absorb dense regulatory materials and apply them to situations encountered. Must be able to provide constructive feedback to staff, and to spot problems with workflow and find solutions. Must have ability to mentor staff and diagnose needed corrective training.
Special Working Environment and Conditions: The Consulate General is a historic, multi-story building with no elevator. Work areas are spread across four floors. The ability to walk up and down flights of stairs frequently without assistance is mandatory.
All applicants under consideration will be required to pass security certification and may be required to obtain a Certificate of Conduct for Natural Persons (VOG) from the Ministry of Safety and Justice of the Netherlands.
Benefits and Other Info
Salary: €56,284 annual base salary. An additional 20.2% will be added to the listed Locally Employed (LE) Staff salary for allowances and premiums. You will receive a vacation bonus at 8.2 percent of base pay, a bonus for duty-free days at 3.67 percent of base pay and a year-end bonus at 8.33 percent of base pay. For this FSN-09 position this equates to a total remuneration of
€67,653 per annum based on a 40-hour work week.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.

IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
