DUTIES:
In an organization supporting progressive, strategic and responsive management, the Fire Chief reports to the Commissioner of Community Services for administrative items and directly to City Council for all Fire Protection matters. The Fire Chief will be a senior administrative leader, responsible for directing all aspects of the Windsor Fire & Rescue Services including: planning, organizing, coordinating and directing of fire suppression and rescue, fire prevention, public education, staff training, emergency communication, mechanical repair, radio systems and fire emergency service operations and programs for the City of Windsor. The Fire Chief will be responsible for the strategic and long term planning and implementation for the Windsor Fire & Rescue Services Department and is responsible for the development and administration for the City of Windsor Municipal Emergency Response Plan. Acts in the capacity of the Windsor and Essex County Mutual Aid Co-ordinator in accordance with the delegation approved by the Fire Marshall of Ontario.
Responsibilities of the Fire Chief will include:
- Ensuring the Windsor Fire & Rescue Service, programs, policies and processes meet the strategic and operational plans of the Municipality;
- Developing, recommending and implementing short and long term plans for the Windsor Fire & Rescue Services Department, including goals objectives and action plans which support Council's strategic direction and policies;
- Identifying and communicating activities and services that protect life, property and enhance the quality of life for residents of the City of Windsor;
- Developing, recommending and implementing fire prevention, public education and training, safety programs and inspection activities to comply with the Fire Protection and Prevention Act;
- Developing and ensuring the training of all City staff, and the public in emergency planning;
- Investigating and responding to complaints and concerns identified by the public and political leaders;
- Communicating timely and informative responses to the media;
- Acting as Community Emergency Management Coordinator (CEMC) by recommending, implementing and reviewing of the Emergency Plan and periodic exercises of Emergency Plan with identified responders;
- Acting as Emergency Site Manager/Incident Commander at major emergency scenes;
- Administering and providing recommendations to Council and the Community Control Group on the Municipality's Emergency Response Plan in accordance with the Emergency Management & Civil Liability Act
- Attending committee meetings to provide advice and information; making recommendations to City Council regarding tenders and contracts;
- Keeping current and reviewing changes to applicable legislation, regulations, policies and guidelines, such as: Fire Protection and Prevention Act, National Fire Protection Association and updates, Occupational Health and Safety, Ministry of Labour, Transportation of Dangerous Goods, Ontario Fire Service Standards, Ontario Fire Marshall's curriculum and Collective Agreements and advises Council of the potential impacts;
- Administering and enforcing applicable acts, such as: the Fire Protection and Prevention Act, the Ontario Fire Code, Provincial Offences Act, Municipal bylaws and Energy Act;
- Liaising with the Police Chief, OPP, RCMP, Customs and immigration and counterparts in the USA regarding emergency response at an international border;
- Developing and administering the memorandum of understanding with the Province of Ontario for the operation of a level 3 Chemical, Biological, Radiological, Nuclear, Explosives (CBRNE) team
- Acting as the Essex County Fire Coordinator by coordinating mutual aid emergency incidences;
- Ensuring the development, implementation and monitoring of Standard Operating Guidelines, policies and procedures for Fire Service;
- Ensuring the creation and maintenance of an inventory of all equipment and the compatibility of fire equipment and radio communication devices;
- Preparing a variety of statistical reports for internal use and to meet regulatory requirements;
- Directing the hiring, training and development, performance management, discipline and termination of staff;
- Providing direction, advice and assistance as part of the negotiating team in collective bargaining and ensuring compliance with the collective agreement through consistent interpretations;
- Other related duties as assigned.
- Must have a University degree in Business, Public Administration, Engineering or related field or Ontario Ministry of Education equivalency combined with a minimum of (4) four years progressive management experience in a fire service environment;
- OR Must have an Ontario Secondary School Graduation diploma combined with an Ontario Fire College diploma or Community College diploma in Business, Public Administration, Engineering or related field or Ontario Ministry of Education equivalency and a minimum of (6) six years progressive management experience in a fire service environment;
- OR Must have a University Certificate in Fire Service Administration combined with a minimum of (6) six years progressive management experience in a fire service environment;
- Must have NFPA 1021 Level II and NFPA 1041 Level II certification. Additional NFPA certifications will be considered an asset
- Certified Incident Commander through a recognized Incident Command program will be considered an asset
- Demonstrated competencies of the Standards of Senior Officers, fire ground commander and competencies in fire inspection and fire cause determination;
- Must have knowledge and understanding of hazardous materials incidents;
- Chemical, Biological, Radiological, Nuclear, Explosives (CBRNE) knowledge an asset;
- Knowledge and experience managing, organizing and operating an Urban Search and Rescue (USAR) program considered an asset
- Must have proven oral and written communication skills to deal effectively with civic officials and staff, senior levels of government, representatives of various agencies and the general public;
- Must have experience implementing annual budgets and related corporate policies;
- Must possess comprehensive knowledge and understanding of all aspects of fire administration and related Acts and Regulations, including but not limited to: municipal by laws, Building Codes, Fire Codes, risk and emergency management;
- Must be able to plan, organize and direct the activities of management staff engaged in a variety of administrative functions as they relate to Windsor Fire & Rescue Services programs;
- Must be able to react quickly and calmly under prolonged periods of adverse conditions;
- Must be able to prepare clear and concise reports and read building plans;
- Must have considerable hydraulic and mechanical firefighting knowledge as well as working knowledge of operation of water mains as applied to firefighting activities;
- Must have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the fire service profession including Section 21 Guidelines;
- Will be required to complete and remain current as per the requirements of the Corporation's Management Certificate Program;
- A valid Ontario Class DZ Driver's License will be considered an asset
- The physical demands analysis associated with this job indicates a sedentary to medium level of work
