Head of Delivery - EDGE with UNICEF

• Lead and oversee of the project workplan across the selected location of Baluchsitan and KP as set out during the inception phase of the programme in line with British Council and the Donor’s compliance standards
• Provide regular updates to the Team Lead and the SRO regarding status of delivery
• Provide an agile and adaptive delivery methodology to enable accounting for any unforeseen challenges
• Provide guidance on and implement a robust risk mitigation strategy and ensure all millstones and targets are met in a timely manner in line with internal and external compliance
• Update risk register monthly, and track, report and action on safeguarding, GDPR and programme related risks regularly.
• Work in close coordination with the finance and compliance teams to provide regular advice and receive timely steer regarding contract management and financial management for all delivery partners.
• Work in close coordination with the Finance and Delivery team to ensure achievement of programme delivery while ensuring finance commitments are met.
• Work in close coordination with the communications partner to provide a smooth channel of communication from the field for reporting of activities

• Responsible for managing implementing partners’ delivery targets and monthly delivery plans
• Playing a vital role in reviews and revisions of monthly and quarterly workplans with senior team members
• Represent EDGE UNICEF project at internal and external delivery related stakeholder meetings as designated by the Team Lead in consultation with the British Council SRO.
• Supervision and line management of programme delivery team
• Effectively managing any business risks and narrative accounting of the project as assigned on a regular basis and as defined in the project plan.
• Finalization and monitoring of contractual arrangements with all delivery partners.
• Training for all partner organizations on programme design and implementation strategy, and in monitoring and technical reporting.
• Finalization and oversight of implementation responsibilities, deliverables and work- plans with all partner organizations.
• Sub-contracting national/local organizations to implement the programme.
• Monitor programme performance and manage performance of sub-contractors in line with the UNICEF Supply partner code of conduct.
• Responsible for building the capacity of implementing partners and any other civil society organizations with whom it works so that they are well-positioned to continue working effectively for change once project ends. Areas for strengthening will include but not be limited to: management systems; financial reporting; monitoring and evaluation; and evidence generation.
• Drafting, reviewing and submitting progress reports and as part of the UNICEF Annual reporting process.
• Work closely with Finance & Compliance team to establish a hybrid performance related payment model. Set out, on a quarterly basis, the progress made towards achieving log frame milestones with recommendations for corrective action.
• Ensure implementation of due diligence, duty of care, delivery chain mapping, safeguarding and other compliance requirements listed in the ToRs.
• Overall performance management of the programme

• The post holder will understand the importance of safeguarding and ensure polices and processes are in place to offer maximum protection of children, young people and adults in the project and at all relevant events and venues and ensure compliance with the British Council’s safeguarding policy and its implementation standards in the project.
• Undertakes project safeguarding risk assessment and monitors the implementation of Unicef's action plan related to PSEAH.
• Escalating all safeguarding concerns to the National Safeguarding Manager, Pakistan
• Ensure partners/third parties are aware of their duty of care for protecting children and adults.
