Duties

This position is located in the Human Resources (HR) Section of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, the HR Section manages all human resources services, including staffing, classification, training, benefits, and payroll.

As a HR Specialist (Classification/Recruitment & Placement), responsibilities of this position will include, but are not limited to:

Providing the full range of human resource services that includes recruitment, competitive (Delegated Examining) staffing, merit promotion, and Recruitment, Retention, Relocation (3Rs) incentives programs, and management activities to ensure position descriptions are current and packages are compliant, including complex and sensitive cases, and processing all personnel and pay actions.
Reviewing personnel requests for compliance and providing final authorization for processing all human resource actions and corrections and conducting quality control of personnel actions to eliminate errors.
Conducting recruiting outreach efforts by representing the agency at job fairs and at meetings of targeted community groups and/or by using email lists or websites to source applicants.
Independently resolving difficult issues/problems requiring consideration of the total HR management program.
Maintaining fully documented files and preparing required reports.
Developing, coordinating, implementing, and providing recommendations and training on policies for recruitment, staffing, classification, pay and compensation.
Coordinating the development and implementation of special hiring initiatives, new programs and conducting workload analysis.
Performing all required HR tasks with an emphasis on providing managers and employees with outstanding customer service.

This is a full-time, non-supervisory permanent appointment in the competitive service, subject to a one-year probationary period in accordance with 5 C.F.R. 315.801
The Antitrust Division participates in the E-Verify program.
NOTE: It is desired that the incumbent have DE certification or be able to obtain and maintain their Delegated Examining (DE) Certification. Current DE certification must be submitted with application if currently certified.

Qualifications
To qualify for this position at the GS-13 level, your resume must reflect at least one year of specialized experience equivalent to the GS-12 level. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must be identified in your resume.

Examples of qualifying specialized experience at the GS-12 level include:
Performing staffing and recruitment placement functions under Delegated Examining, Merit Promotion, and other hiring authorities;
Providing advice on the processing of a wide range of personnel actions;
Applying knowledge of federal human resources functions and processes in areas such as recruitment, staffing placement, classification, and position management;
Presenting and preparing content to a variety of audiences in federal human resources management;
Utilizing various human resources related automated software programs (i.e. USA Staffing, National Finance Center, etc.) to gather and evaluate data;
Researching, analyzing and applying federal human resources law, rule, regulation, and policy; and
Managing work and projects in delivery of human resources services.
