Property Management Specialist

Train/direct employees in and develop/implement and maintain the property
management system for the acquisition, management and disposal of Division
property assets and rights. ESSENTIAL DUTIES: Train/direct employees and
perform area work. Acquire through negotiations land/land rights by fee
purchase/easement or lease. Appraise property through market cost and income
approach to value and/or review findings of independent professional appraisers.
Identify/sell surplus land and land rights; lease unutilized Division property.
Investigate/resolve encroachments and unauthorized use of Division land.
Process the granting of easements through Board of Commissioners. Research/
examine/analyze deeds, wills, abstracts, court records and other instruments
affecting a title or title change. Draft property/easement descriptions, purchase
agreements, leases, sales contracts, warranty deeds, release deeds,
resolutions, encroachment agreements, etc; enter/retrieve data utilizing
computer software and hardware equipment. Meet, counsel and assist various
departments in locating suitable sites for facilities. Prepare property drawings/
reports, deliver speeches and make recommendations to interested groups,
Board of Commissioners, City Council and managerial personnel. Stay abreast
of up-to-date developments related to property appraisals/management and
right-of-way. Operate Division vehicle. Perform other duties as directed.
Bachelor’s degree in Business Administration including courses in Real Estate and Business Law.
2-4 years experience in acquisition management and disposal of property, or 2 years college in a business
or engineering-related area including courses in Real Estate Principles and Business Law plus 6-8 years experience in acquisition management and disposal of property or high school diploma plus 8-10 years experience and college courses as mentioned above.
Must have an occupationally significant combination of: ability to read and interpret engineering drawings and survey notes; knowledge of contracts, property law and legal terminology; ability to appraise real estate property; ability to work with public; integrity, resource management, and oral/written communication skills; analytical, problem solving and decision making abilities; ability to influence other; and sensitivity to the attitudes and reactions of others. Must have a valid driver’s license from state of residence. Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment.
