Purpose of Role:

Khilo aur Barho (KaB) is an education service-delivery component of the Girls and Out of School Children: Action for Learning (GOAL) programme. Khilo aur Barho is a 3-year project which will contribute into GOAL programme that aims to build more inclusive provincial education systems delivering quality education in the Pakistan provinces of Khyber Pakhtunkhwa and Punjab. The target population is girls and marginalised children aged 5 to 16 years. The service-delivery component is expected to work with the long-term technical assistance component to deliver the overall GOAL objectives to support at least 100,000 girls and marginalised children to enrol and stay in school and at least an additional 150,000 girls supported to read by age 10.

British Council is delivering this programme on behalf of the FCDO and we are looking to put a project management team in Islamabad and Lahore. The final selection and contracting are dependent on British Council's signing of an accountable grant agreement with the FCDO.

Main Accountabilities:

To provide a full range of oversight, compliance and financial services for the three-year GOAL Khilo Aur Barho programme as per agreed British Council internal compliance requirements and client requirements. S/he will provide oversight and leadership of programme management, contract management, business management and delivery management standards to achieve excellence across the programme.
S/he will lead on coordinating internal and external resources to meet business targets, delivery milestones and client deadlines. Using the British Council’s standards, policies and frameworks, the Head of Compliance and Finance will ensure that Khila Aur Barho is managed in a way that maximises client satisfaction, profitability, compliance with British Council internal policy, compliance with FCDO contractual requirements and a wider contribution towards the programme needs and thematic areas.
The post holder must be able to work effectively with diverse and geographically dispersed teams, drawing on previous experience of delivery, best practice approaches, procedures and policies to support successful delivery of the contracts business and solve current operational problems.

KEY RESPONSIBILITIES:

Project, Contract and Business Management

  • Oversee compliance with BC’s contractual obligations to the donor in areas such as due diligence, financial management, procurement, and reporting requirements. This includes ensuring inputs from the project team are timely, quality assured, and submission deadlines met, as well as advising other members of the Senior Management team on compliance.
  • Lead on internal business and project planning and reporting for KaB, including workplans, risk and issue management, annual reporting and monitoring and evaluation (including supporting the full time M&E lead in ensuring alignment with BC’s Results Evaluation Framework).

  • Ensure regional management information requests are met and project and business management assurances in place. Contribute to financial /risk management reporting.

  • Ensure that effective governance arrangements are in place and operating effectively for the project, including co-ordinating inputs into the project board meetings, client meetings and internal planning and reporting and management information requests.

  • Accountability for project office management and ensuring effective and compliant systems in place, including procurement management, management of services, IT solutions, information management, ensuring overall office functionality and in meeting audit and business quality assurance requirements.

Financial Planning and Budgeting

  • Lead on financial planning, forecasting, cash flow, and reporting and analysis of all project financial data in accordance with British Council and donor requirements
  • Lead the Finance, Grants and Compliance team to ensure accurate financial management and project budget meeting required standards
  • Establish the project financial management, compliance and grants system according to donor requirements
  • Lead on the due diligence of implementing partner’s financial management practices and controls
  • Develop contract budget monitoring tool for accurate monitoring of project budget and provide commercial forecasts accordingly on demand
  • Review and finalise financial reports to be submitted to the donor for approvals
  • Ensure financial delegation is in line with donor and British Council requirements
  • Lead on budget revisions in coordination with the finance support from British Council
  • Lead on periodic financial checks
  • Advise the Team Lead and Deputy Team Lead on all financial issues and risks
  • Identify financial risks and mitigating actions to the Team Lead, Deputy Team Lead and Project Director
Stakeholder Management
  • Liaison with British Council Finance Team and Programme Director with regards to contract management, financial planning and reporting and compliance to all key British Council policies
  • Be the focal person for internal and donor audit and expenditure verifications

Compliance and Financial Management
  • Interpret and follow British Council and donor project procedures (project, financial and risk reporting) to ensure compliance with all systems and standards
  • Supervise and ensure compliance of all financial activities including grants
KEY RELATIONSHIPS

Safeguarding:
Complete Introduction of Safeguarding e-learning courses (Mandatory e-learning course)
Due diligence for Safeguarding are conducted for implementing partners.
Ensure that the implementing partners and strategic partners understand the safeguarding code of conduct and comply with the safeguarding standards related to children /adult when conducting British Council activities
Ensure protection of data related to children and adult
Ensure strict application of safeguarding in planning, implementation and monitoring of implementing partners
Escalate Safeguarding issue to the project safeguarding focal person
