The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

POSITION DESIGNATIONS
This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.
This job classification has been designated as a cyber security sensitive job classification effective June 26, 2023 , in order to comply with United States Department of Justice, Federal Bureau of Investigation, Criminal Justice Information Services (CJIS) Division’s Criminal Justice Information Services Security Policy (Version 5.9.2, 12/07/2022), 5.12 Policy Area 12 Personnel Security. The policy requires national fingerprint-based records checks be conducted prior to granting access to criminal justice information for all personnel who have unescorted access to unencrypted Criminal Justice Information (CJI) or unescorted access to physically security locations or controlled areas (during times of CJI processing). Employees in this job classification will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check after receiving a conditional offer of employment. Additionally, employees in this job classification must complete the required CJIS Security and Privacy Training and pass the online certification test.
DEPARTMENTAL INFORMATION
The Office of the Mayor in Oklahoma City operates within a council-manager form of government, where the Mayor and City Council set policies, and the City Manager oversees day-to-day operations. The Office of the Mayor is a small team, focusing on representing the city's interests, engaging with the community, and supporting the Mayor's initiatives.
JOB SUMMARY
This job is located in the Office of the Mayor withing the City of Oklahoma City and is under the direct supervision of the Mayor’s Chief of Staff. The Special Assistant to the Mayor is primarily responsible for providing general administrative and management support to the Mayor and staff. In addition, the position manages office communications and activities and provides analytical and research support. The employee must possess the necessary skills, knowledge, and abilities prior to assuming the position.
ESSENTIAL JOB FUNCTIONS
- Applying analytical support to solve problems, present alternatives, and recommend program or procedural changes.
- Capturing photo and video content for social media and other digital platforms.
- Drafting and editing official documents such as proclamations and letters of support.
- Issuing notices and statements.
- Performing research supporting constituent services and public relations.
- Compiling, relaying, and/or disseminating information related to Office of the Mayor programs, and activities, etc.
- Serving as a liaison between the Office of the Mayor, Council members, and departmental personnel.
- Coordinating general office and administrative tasks.
- Maintaining computerized and manual files.
- Driving the Mayor to events, speaking engagements, and official functions, while coordinating related logistics and schedules.
- Attending citizen, community, and neighborhood meetings and events.
- Attending public facility dedications.
- Serving as a representative of the Office of the Mayor.
- Assisting Chief of Staff with Mayor-led initiatives.
- Performing other duties as assigned.
VETERANS PREFERENCE
Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. MINIMUM QUALIFICATIONS
- Possession of a valid Driver License (Operator).
KNOWLEDGE, SKILLS, AND ABILITIES

- Skill in handling a diverse and large workload.
- Skill in capturing visual and verbal content, including photography and video, for social media and digital platforms.
- Ability to draft and edit formal written materials such as letters of support, proclamations, and other official documents.

- Knowledge of the City organization structure, department operations and program functions.
- Knowledge of and skill in utilizing basic research principles and practices.
- Knowledge of the City of Oklahoma City Charter, ordinances, policies, and procedures.
- Knowledge of federal, state, county, and local government structures and organizational systems.
- Skill in communicating verbally and in writing using tact and diplomacy.
- Ability to establish and maintain effective working relationships.
- Ability to maintain an extremely high level of confidentiality.

- Ability to set priorities of work based on nature/source of request.
- Ability to work flexible hours and sometimes attend events outside the standard workday.
PREFERRED QUALIFICATIONS
- Minimum of three (3) years of experience working in a government office, public administration, public relations, or communications setting.
- Possession of a Bachelor's degree or higher in public administration, political science, communications, or a related field.

WORKING CONDITIONS
- Primarily inside, in a climate-controlled environment.
- Subject to frequent noises from equipment such as personal computers, copy machines, telephones, etc.
- Frequent local travel to meetings, conferences, or events.
Note : Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.
PHYSICAL REQUIREMENTS
- Arm and hand steadiness and finger dexterity enough to operate standard office equipment.
- Near vision enough to read and draft written and machine-generated documents, reports, etc.
- Speech and hearing enough to communicate in person and by telephone.
