Specialist, Standards and Programs, Airside Electrical (Term Opportunity - One Year)

What you can expect from this position: Reporting to the Manager, Airside Electrical Maintenance, this role involves developing and maintaining airside electrical safety standards, ensuring compliance with regulations. This includes communicating updates to the team, conducting training, and coordinating with internal and external auditors. The position also requires managing documentation, conducting audits, and ensuring adherence to safety standards.
As a Specialist, Standards and Programs, Airside Electrical, you will:
- Develop, document and continuously review airside aviation electrical safety standards
- Ensure compliance with regulations like TP312, Annex 14, FAR 139. and applicable CSA Standards
- Communicate new, amended or updated regulations to the Airfield Electrical Team
- Ensure Airfield Electrical Team reads and understands all new or updated SOP's and maintains records /documentation of completion and follows up where needed
- Assist with internal/external audit functions as Airfield Electrical Maintenance is part of the Airport Operations Manual - Transport Canada Certification for Toronto Pearson
- Prepare required documentation for audits. Act as main resource and SME for any auditor inquiries
- Collect, prepare any/all documentation and schedule interviews as per auditors’ requests
- Develop and maintain airside electrical safety management systems, including goals, objectives, and procedures
- Ensure compliance with Transport Canada lighting certification requirements
- Provide technical expertise and develop solutions for maintenance repair during irregular airside lighting operations
- Ensure compliance with regulations is documented for all airfield lighting and upgrade projects
- Develop and maintain the Airside Electrical Maintenance Manual in accordance with regulatory standards
- Implement and maintain the Airside Electrical Maintenance Program schedule forecasting with various stakeholders and develop/maintain governance with documentation for preventative maintenance procedures specific to the Airside Electrical department
- Collaborate with internal and external stakeholders to ensure smooth operations and compliance with regulations. Prioritize safety, ensure regulatory adherence, and coordinate maintenance activities
- Develop / Create/ Maintain KPI’s based on the Airside Electrical Maintenance Program & Create a mechanism for the monitoring of the Airside Electrical Maintenance Program (oversight) in conformance to interdepartmental Service Level Agreements (SLA’s)
This unionized position is classified at the Band 8 level, with an hourly wage of $50.01, based on a 37.5 hour work week.
This is the role for you, if you have:
- Diploma or Degree in Aviation Management or other related post-secondary education in related field
- Minimum 5 years experience in Airside Operations with working level knowledge of airfield lighting Systems
- Minimum 3 years experience in an environment that is subject to ongoing regulatory audits
- Minimum 5 years experience in development and implementation of administrative programs that support the Airport Operations Certificate
- Experience in Occupational Health and Safety
- Expertise with Microsoft office suite (word, excel, PowerPoint, Microsoft Power BI)
- Auditor experience or participation in audit activities an asset
- Valid G Ontario Driver’s License
- Aeronautical Radio License
- “D” class Airside Vehicle Operator’s Permit (AVOP) or ability to successfully obtain one within thirty (30) days of appointment to the position
- Ability to obtain and retain a Transportation Security Clearance
Knowledge and skills you bring, that set you up for success:
- Proficiency in airport and airside operations, related infrastructure, systems, and practices
- Advanced Knowledge of GTAA Occupational Health and Safety Management System
- Expertise in Safety Management Systems, quality management principles and processes, including risk assessment and root cause analysis
- Advanced skills with project management processes and administration
- Leadership, team building, collaboration, self-drive, initiative attitudes with ability to prioritize decisions in a timely manner to ensure operational resiliency
- Knowledge and experience with adult learning, training development and delivery in an educational setting or similar
- Ability to prepare/present highly technical material and information and communicate it effectively to both professionals as well as other interested groups with varying levels of experience
- Advanced and comprehensive research techniques combined with ability to compile and analyze data to assess audit and/or safety findings to then identify gaps, make recommendations and train personnel on new standard operating procedures
- Expert communication techniques, as well as writing techniques; and advanced skill in writing comprehensive programs, plans and procedures and manuals
- Specialized knowledge of various business computer systems/software including database, spreadsheet, text processing, graphical and presentation applications
- Strong analytical and critical thinking skills
- Strong understanding of airside functions, procedures as they relate to Airside Operations
- Specialized knowledge of TP312 and Transport Canada Advisory Circular 302-008 to interpret/understand the standards and regulation to apply/develop new methods or approaches to changing operational environments/needs to ensure business continuity for GTAA and all internal/external stakeholders (AOC, Airlines, Nav Canada)
- Ability to evaluate and/or define root cause of an issue/incident or accident and develop new methods/approaches to corrective action plans
- Ability to apply all aviation regulations / standards and safety expertise to ensure 100% compliance related to airfield lighting systems.
