Context
Community Development Foundation CDF is a not-for-profithumanitarian and development organization based at JacobabadSindh. CDF is registered in Sindh and Baluchistan under the voluntary social welfare agencies Registration and Control Act of 1961.
CDF is seeking applications for the finalization of suitable candidates for Social Mobilizer positions in our Flood Anticipatory Project in District Sukkur, Sindh. These positionsare contingent upon the activation of flood triggers. We are committed to implementing proactive measures to mitigate the impacts of flooding and support affected communities through effective and timely interventions
Job duties and responsibilities:
This position is responsible for the following tasks:
- Establish coordination with communities, volunteers, partner organizations, and other relevant stakeholders.
- Collect necessary baseline information about the target communities and areas.
- Facilitate the registration process of beneficiaries according to the target of the project
- Formation of committees as per criteria in the targeted communities.
- Coordinate with partner NGOs/stakeholders for the identification, mobilization, and availability of community members for the approved/planned activities.
- Mobilize potential community leaders to advocate and promote the project objectives in their communities and ensure the active participation of community members.
- Provide relevant information on project progress as required by the project coordinator.
- Advocate encouraging the participation of local beneficiaries with a strong emphasis on women, ethnic & disadvantaged groups, and minorities.
- Develop and maintain the necessary documentation and record of all project activities.
- Develop weekly work plans and report to the Project Coordinator daily.
- Click pictures/videos of the project implementation process and develop the initial donor feedback reports.
- Facilitate distribution of the goods of the project in the affected communities
SAFEGUARDING RESPONSIBILITIES
- Preventing harm and abuse from our people, operations, and programs to anyone who encounters our work
- Report all safeguarding incidents they see, hear, hear about or suspect, using our internal reporting mechanism
- Complying with all safeguarding framework policies and practices
- Completing mandatory training courses relating to our safeguarding policy framework and complying with HR vetting procedures.
- Reducing the risk of harm and abuse in the field
- Involving communities in the design of programs and complaint response mechanisms, be responsible for implementation and review
- Attending specialist field training on safeguarding as required
- Maintaining maps of support services for survivors
- Receiving and responding to complainants/survivors and ensuring that no further harm is done, following a survivor-centered approach, using the principles of psychological first aid, and signposting to relevant local services as needed
- Reporting all safeguarding incidents, they become aware of

- Efficient in managing community as well as team problems.
- Participates as a Member of a Team; Works cooperatively with others and contributes to the group with ideas, suggestions, and effort
- Builds relationship with beneficiaries; works and communicates well with beneficiaries
- Demonstrates tolerance in understanding and support for others who may be operating in a language other than their ‘mother tongue’ and/or has their additional skills in local language use.
- Proficient with various software programs, including MS Office, MS Word, and Excel.
- Strong written and communication skills
Confidentiality:
- Keep all documents and information related to CDF program activities, personnel, and development plans confidential.
- Adhere to CDF principles of confidentiality is relation to staff partners, vendors, and other stakeholders. Report to the management potential irregularities or any misbehavior that occurs.
Key Working Relationships:
Internal:Project Coordinator,Program Manager, all program staff.
External: District government, PDMA, and DDMA, all stakeholders working in this field.
Required Qualification:
- Bachelor’s in development studies/ social sciences or another related discipline.
- Have at least 2 years of experience in Emergency & Relief projects, particularly in social mobilization positions
- Ideal candidate should have a background of working with national & International organizations.
Preferred:
- Computer Literate (Word, Excel, PowerPoint, Outlook, Internet)
- Excellent communication and presentation skills
- Proactive and self-motivated approach to work, with an enthusiasm for learning and openness to adapting
- Strong analytical ability, especially related to problem-solving and system development
